The context menu for items in the debugger 'Watches' panel has the shortcut 'F2' key assigned to both 'Edit Watch' and 'Set Value...'.
For consistency with the 'Variables' panel, where 'F2' is 'Set Value...', perhaps the 'Edit Watch' option should be Shift-F2 or Ctrl-F2.
