Compared the other Windows applications, the behavior of the radio buttons on the "Specify Inspection Scope" dialog is inconsistent.

In other applications I can use "Up"/"Down" keys to move the selection between radio buttons in a common group (If one of the radios has the focus). This does not work in IDEA.
