Manual changes refresh is needed after renaming a file and its parent folder

For a project under Perforce:
  • rename a file
  • rename a folder above it:
    The changes view does not include removing of the old file under old parent.

Manual Changes refresh helps, but it is not satisfactory solution.

BTW, shouldn't the file be attributed as "moved" instead of deleted + removed?

Even after the manual refresh, reverting the changes leaves the file in question "unversioned" instead of removing it
