make the specification of SQL dialects easier

When I open an sql file and I do not yet have configured its dialect, then Idea should give a warning (for example with a yellow file header like it does when I have an outdated version of a file were a newer version exists in vcs).
The warning should provide a quickfix to set a dialect for the file or for the containing folder.

Also there should be such options at least in the context menu and maybe also in the status bar.

syntax errors inside the file actually provide this quickfix
