I can't type tilde or any associated character with it on finnish keyboard.

Tilde can not be typed anywhere, not in editor, not in any text fields in dialogs. This is most annoying when typing paths on Linux platform.

Tilde is typed with finnish keyboard by holding Alt-Gr and pressing tilde key followed by space.
Characters with tilde are typed by holding Alt-Gr and pressing tilde key followed by desired (allowed) character (such as 'n', producing 'ñ').

It is not font related, because pasting text from other sources displays fine.

This affects builds #3461 and #4055.

I have tested this with both builds on following platforms: Windows XP Pro SP2 and Debian sarge.
