As discussed in IDEA-3179, the Narrow scope intention is only available as a quick fix to the 'scope too broad' inspection, which is turned off by default, making the quick fix inaccessible from a default installation:
"My only problem with not making it on by default is that there is no way to invoke 'Narrow scope of ...' intention/quick-fix if it is disabled. Since this is a very useful refactoring (it's actually more of a refactoring than an intention), I think there should be some way to invoke it from a default installation. It looks like this needs to be an intention as well as a quick-fix. Or maybe an item in the Refactoring menu (although Alt-Enter seems more natural to me)."
