Reproduce:
+ Create a project, name it A then close it (File | Close Project)
+ Delete folder A in explorer
+ Create a new project with same name (at the same location with the deleted one)

IDEA will show a message that it cannot create folder A

Known VFS issue: VFS monitors only the files under open project, it does not see external deletion of the project.

Don't new project starts with VFS refresh?
