Get a project under StarTeam with some up-to-date files and directories. Delete an up-to-date file. Get a prompt to remove from StarTeam. Say Yes. Check Changes view. Deleted file is just not shown there. It probably should be available with "grey" deleted status, like in other VC systems. E.g. in similar case with VSS the file is "grey".
