Background progress window jumps around screen after dragging

Platform: bundled JRE, Windows 2000, Alloy.IDEA L&F

1) Start background task
2) Click progress icon to show background processes window
3) Drag the background processes window around on the screen, especially towards/over the borders - but keep 'mouse drag' active.

After a while the window starts jumping around the screen wildly - I mean it jumps around much more that would be expected from my dragging. I looks like a positioning algorithm that freaks out.

Nothing bad seems to happen though - usually after such flashing around the progress window somehow minimizes itself again.

Quick JavaDoc window seems to have same behaviour when dragged in an "agressive" way.
