Description

Make sure you have Spring and Hibernate support plugins and all required plugins turned On. Plugins configuration is correct. Exit IDEA.
Run inspect.bat, e.g. without parameters. Wait for completion.
Run idea. On showing GUI there is message box:

Plugin "GWT Studio" was not loaded: required plugin "com.intellij.javaee" not installed.
Plugin "com.intellij.spring" was not loaded: required plugin "com.intellij.aop" not installed.
Plugin "com.intellij.hibernate" was not loaded: required plugin "com.intellij.javaee" not installed.
Plugin "Struts assistant" was not loaded: required plugin "com.intellij.javaee" not installed.

Exit IDEA. Restart with different console if you use idea.bat. Listed plugins are really Off.
They are turned On manually without problems. So, inspect.bat corrupts plugin configuration.
