Drag empty (in my case) package to another package.
After IDEA suggesting to choose "To directory" change directory by typing something

.
it will change directory reparators / to \. then press OK.

100% reproduce.

Sorry, I couldn't reproduce this problem. Please describe exactly the actions that you do.
Also, why is this "Severity: Extreme"? Whatever the separators are, the refactoring should work anyway.

In release version clicking OK does nothing. In the last EAP as I remember it causes exception.
