The Resource Patterns field deserves a more complete UI, this isn't M$oft Windows, you know

A proper UI allowing patterns to be enterred, one per table row would be nice.

Also, ability to specify inlcude vs. exclude patterns would be great.

Won't this be using a complex UI for a rather simple thing? What benefits would we get if this was implemented?

Such ability already exists. You can build a negative pattern by prefixing an ordinary pattern with the exclamation character "!"

I agree, please provide a multiline textfield popup as done for e.g. run parameters
