actually one can attach the plugin to project without pom.xml modifying using the AttachPlugin action or via Settings/Artifact/CommonPlugins dialog.
However, it is impossible to specify the configuration - parameters etc (they can only be passes as properties)
It would be nice to have possibility to set the configuration
