Observed with 7628, 8077.

New project wizard. Select "from scratch". Select NOT to create a module. Finish.
Get error message in "Maven Importer Output" window: "Error: the project was imported with previous Maven Plugin version. Please reimport it in order to make it work properly."
What Maven? I'm creating a project from scratch.

This happens in the same time with the error described in IDEADEV-24137, if this does matter.
