- Instead of "Enable/Disable Intention" menu item, the "Edit Intention Settings" item should be shown, similar to how it works for inspections.
- Pressing Enter on a disabled intention should not execute the action, but rather show a dialog allowing to enable the intention.

Hmm, I don't know. Right now, it takes one key-press/click to enable disable the intention. Showing the settings dialog instead will require 2-3 clicks more to do the same thing. The change should be OK though if it will be possible again to enable/disable an intention via clicking the light-bulb or pressing <space>. I'm pretty used to doing that.
So, a disabled intention will still be listed in the popup (but will not show the light bulb), but it will not be possible to invoke it (alt-enter -> [arrow-keys ->] Enter) any more? Well, that's not really an improvement IMHO. I have most of the "utility" intentions disabled to avoid that light-bulb popping up everywhere, but I still use them in places I know they're available at.
IMO, intentions should be changed so they can have two different kinds of states: Active/Passive (show/don't show light-bulb) and On/Off (list/don't list in alt-enter popup). That way the user can get rid of the excessive light-bulbs and can clean the popup list from intentions that won't ever be used.
Sorry if I'm totally off here because of recent changes in Demetra we haven't seen yet, but I thought I'd add my 2c anyway
