Say I have a compilation unit that declares a type T. Say the closing brace of the body of T is on the last line of the compilation unit, that is, there is no line terminator following the closing brace. If I cut the declaration of T and paste it into another type, to make a nested type, IDEA does not reindent the pasted code correctly.
