just after you have enabled CVS for some project, the files from this project appear in Changes list as notversioned ones.
Add to CVS is enabled for them.
But if no cvs admin directories exist yet in this project (i.e. the project has been imported w/o check out or even have not been imported), cvs add fails.
it would be nice to provide more user-friendly behavior
