Create file with last line without CR/LF at the end, and make it navigation target. E.g. in the assembly info add line
[assembly: AssemblyFileVersion("1.0.0.0")]
and search for attribute usages.
Close file! Now try to navigate to this occurence, caret and line will be one line below visible area. If you navigate again (when file is open), it works fine.
