It's OK to size tab labels so that they stayed still when they go active, which means leaving empty room on inactive labels for bolded text and a close box. But in case the stripe is shorter than all the labels this space should be reused. Otherwise, it's a big waste. If working properly, the labels will anyway resize on focus change.
