I'd make it feature of "Go to File", i.e. include project names with appropriate icons into the list. When hit, it just positions Solution Explorer on the project.

I don't think so. There are plenty of files and just a few projects

After dsha implements navigation to IProject, implement GotoByName-based feature to navigate to projects.
