I have 2 files in my project. They have no namespace declaration in them. I want to create new file from template and I get the following:

' Created by: Olga Lobacheva
' Created: Monday, May 07, 2007

Namespace DefaultNamespace
  Public Class GeneratorConversions

  End Class
End Namespace

There should be no namespace declaration in file.
