Change signature should prompt to remove xml-comments related to a parameter if the parameter is being removed

I'm not sure that you want to prompt... why would you not just remove the comment if you are removing the parameter... maybe it could be a checkbox that defaults to true.

No prompt needed--parameter removed, documentation comment should be removed too.
