A typical scenario: I add a new parameter to a method and would like to fix arguments after Change Signature. In such a case I will almost definitely invoke Find Usages, so doing this automatically will save time. In case no new parameters are added (or, more generally, no immediate user action is required on usages), the Find Usages shouldn't be shown.
