Here is the complete description:

I am working on a rhtml file with this header:

<!DOCTYPE html PUBLIC "-//W3C//DTD XHTML 1.0 Strict//EN"
        "http://www.w3.org/TR/xhtml1/DTD/xhtml1-strict.dtd">

IDEA tells me that this URI is not registered. IDEAs HTML editor also suggest some actions at this point:
"Fetch External Resource
Ignore External Resource
Manually Setup External Resource"

Please add these actions to rhtml editor.

It is the IDEA internal problem. I've created issue http://www.jetbrains.net/jira/browse/IDEA-16310

I've check it on Idea #7557, all works ok. Fix will be available in next IDEA EAP build
