It is exists some tweaks to navigate from browser right to the problem
file when you are using TextMate. I think this feature may be easily
added to Ruby plugin Rails support.

Here is RAILS plugin used for TextMate

It may be easily added somewhere in plugin development SVN.

Regarding to opening in Idea there a at least couple of implementation
of such functionality already. One as TeamCity in browser navigate to
source in IDEA, and second is well know XML-RPC approach.

All together it will be big improvement.
