Build labeling(tags) with ability to group builds in history by labels. For us this would allow to mark our EAP builds with say "EAP" label

- display assigned tags in a list in single line (in build header), not collapsible; can leave build configuration available tags as is for now.
- fix tags shown for all builds when assigned only to one, fix "No tags" text near the "Tags" dropdown
- improve Edit tags popup: add list of available tags (clicking on a tag highlights it and adds it to the list, clicking again removes)
- possible TBD: make tagged builds list tab named Tag: <tag>, add description text to the tab (before the table), make tab the last one; or do not use the tab and implement tag filtering on History page
